[EDIT] Sorry, but it seems this update should be applied only if you are experiencing this specific problem...
"Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Windows XP service pack that contains this hotfix."
Note: This is the first update I've seen that asks you to voluntarily validate your copy of Windows (not required to download the update).
