At least in my area, the instant you are connected your call is logged, and e911 gives them your number and street address, street address for payphones and in most cases GPS loc or at least cell ID for cell phones. If you are disconnected (and in some cases even if you aren't) you get a follow-up call. If this follow-up isn't answered satisfactorily, police are dispatched.
