Funny.....
Most ex-patriates outside of the USA are liberals. Who is in office right now? George Bush, a conservative. Could it be possible he wants to stop the "liberal ex-patriates" from voting for Kerry? The reason I say ex-patriates are liberal is because most liberals like to think of all countries as equal. Conservatives never leave the USA, just because America is #1 and everyone else sucks. Of course this doesn't hold true for everyone, but I think it's fair.
