Identified WinPCap as "enabler"

It found WinPCap (which is required to run Ethereal which I personally installed and is not spyware) as potential spyware enabler.

Since I need Ethereal to function, I selected "Ignore Always". I think it should concentrate on the spyware itself since the Windows OS, web browser, ftp application etc. can be considered spyware enablers.

Yes it is tagged as an 'ENABLER' in that the information it gathers by function could be exploited by spyware. It is just informing you of a possible security risk, and further explains that the risk is very low. If you know that it should be there and there are no other issues, then you should be fine. I would be told about it and then ignore it, that be in the dark, fat, dumb and happy;)
