Turn the meanest, nastiest, toughest SOB of a DI loose on em. They would think 2x about doing such bad things again. You could even apply this all the way down to the 12 yr old script kiddies. Some of the juvenile detention facilities operate on this concept.

Not to mention that 4 years of military discipline seems to be much more effective at reforming minor criminals than being Bubbas bitch for 6 years at the big house.
