....if you had a map of all the fiber conduits you could do a LOT of damage.

mainly because you could find places where no one lives and make a 1 inch cut in the groud no one would ever see. I've heard those cuts are the hardest to find, especially when the OTDR readers can only get you within a few hundred feet.

Not true with fiber. a break is easy to find on short runs since each junction/tap/breakout point has a specific distance to it. Using math you can find it very easily. and track it down to where the break is. However digging it up and patching is another issue one and of itself.
