You make a valid point - the only problem is that the areas that are trying to make the investment are being ignored by the incumbents to begin with. It is only when they are looking to do it themselves that the Telcos and Cablecos notice, and then only to invest the dollars to make them fail, not to provide the services to the towns to begin with.

Your company has to make a profit in order to get investors to send more money. The city is non-profit. Only trying not loose money. The city comes in and undercuts the for profit business and soon your company must cut prices and reduce profits. Or, they cut costs to maintain profits and begin laying off workers. Or, they simply shrivel up and die. No company is going to stand by idly. They will do what it takes to survive and that includes trying to turn public opinion.

I am only trying to put a different perspective on this issue. First it's telecom. What's next? I have put 20+ years in with a company. I do not wish to see government get into the private sector even if it means saving me a few bucks on my cable or Internet bill. I think that is very short sited. But, this is just my opinion. Let the flames begin. LOL!
