1. Change or Clone MAC address 2. Apply new firmware 3. Change WAN type 4. Change login information 5. Perform a factory default reset on the router 6. Lock the WAN port speed in Tools / Misc 7. Lock the WAN port speed in Tools / Misc 8. Lock the WAN port speed in Tools / Misc ... etcetera ...

By the way, did you ever try locking the WAN port speed in Tools / Misc to 10 Mbps as suggested by sandwidth? That seemed to be a likely one to me.
... if you try that, don't forget to reboot your modem.
