pointless

finally. now we're not forced to use those expensive sky phones. but pretty pointless becuase i never get reception past a certain altitude, unless they offer service inside the planes from service providers above a certain altitude.

It depends. I'm quite certain that airlines they will be more than happy to set up co-branded service with a cellular carrier. The people who have that cellular service will then be rewarded by flying with the airline by being able to use the pico cell for free. The airline will be rewarded by customers of that cell phone company purchasing tickets.

Important Question:

At what point will the turn on/off the picocell.

If I were the airlines I would leave the picocell on full time - that way when people call their significant other to pick them up, the air lines will make a killing.
