One Solution

When I am near someone using a cell phone in an irritating fashion, I make a huge show of taking detailed notes of thier conversation. Its amazing how quickly they either shut up or go away.

A Better Solution

Two words:

Text Messaging

You can carry on a conversation in complete silence and you won't annoy anybody. And it might be cheaper too (depending on your plan).

Of course, don't forget to set your phone to "silent" or "vibrate only" mode .
