Unless Verizon is going to wire 30+ million people by then, I don't see it happening, since SBC and the other lame thinking telcos are only going to install a lame FTTN system and still use copper to the home.
If Verizon wants to strike up a franchise in my area and wire me with FTTP I'll take it.

Yeah, I know it's unrealistic. Still, it's a pretty sad commentary that the study didn't even mention FTTP. The only mention of fiber was a side-note regarding regulation-less VoIP with DSL on new fiber deployments.
