Now, to let you all know, I work for Verizon dsl tech support (yeah, I know... we're all a bunch of idiots), and we were never informed about this change. Apparently, Verizon is blocking email coming from open relay mail servers. Essentially, this means that all email coming from servers that don't have an authentication process are being blocked. Open relay mail servers are typically hotbeds for spammers, as no authentication is necessary. Unfortunately, many email servers in Europe (and the rest of the world for that matter) are open relay. This is yet another brilliant idea that some idiot who doesn't know jack about computers making decisions for the company. I expect this to blow up in their faces sooner rather than later.

Good luck to all of you. I would definitely email security@verizon.net and complain heartily about this.

He is correct, being a Verizon tech as well, this was just explained to us. It is to block Scams and Spam. You have to call us and we have to Verify the e-mail address it is coming from, this can take up to 2 weeks to do.

From Verizon:
In Brief:

VOL has changed its Blacklisting policy as part of our constant goal to reduce spam, viruses, phishing and other email threats. Security has been inundated with notifications of abuse during the holiday season. Due to the increase in abuse and email threats that VOL has experienced, some VOL customers’ email service may be partially disrupted.

Blacklisting:

VOL reserves the right to block IPs or Domains of suspected spamming sources. If a customer calls in and is able to send email to a customer but is not able to receive email from the email recipient (more prevalent from countries outside of the USA), the following troubleshooting steps should be completed:

Process for Blacklisting:

1. Have the customer verify that forwarding is not enabled on the account.

2. Have the customer log in and check their Block Senders List.

3. Ensure that the customer inputs the domain into the Safe List.

4. The customer should then be informed that, due to security issues, policies are in place to protect all VOL customers. There is no ETR for these issues, but they will be resolved as soon as the recipient’s email domain has been validated (at least 2 weeks).

5. Then create a ticket using the OSC template that includes the domain, the mail server’s IP addresses, email servers and other pertinent information.

The a$$hole in charge of VOL's email servers is Paul Wilson.
The SOB would never give me a straight answer on the Comcast 8-10 hour email delays that have gone on for years now.
I have said for years VOL has the spam filtering hardware but no one who knows how to properly use it.
I rest my case.

anon : Mookie, the block that Verizon have implemented has nothing to do with domains. They have blocked IP ranges, not domain names, and there's a big difference. Any mail server that is using an IP address in one of the blocked ranges is simply prevented from even reaching the Verizon mail servers in the first place, so there is never any domain name available to be "greenlighted".

For example, if I try to make an SMTP connection to the Verizon SMTP connection from my servers, the verizon network just ignores the connection:
[root@smtp1 root]# telnet relay.verizon.net 25
Trying 206.46.170.12...
telnet: connect to address 206.46.170.12: Connection timed out

The "block" is only on SMTP traffic - I can still ping that server, for example:
[root@smtp1 root]# ping relay.verizon.net
PING relay.verizon.net (206.46.170.12) 56(84) bytes of data.
64 bytes from relay.gte.net (206.46.170.12): icmp_seq=0 ttl=239 time=130 ms

The evidence is incontrovertible - Verizon simply blacklisted significant portions of the European IP address space, and then whitelisted some of the more well known European ISPs. They didn't tell their customers about it, and, significantly, they didn't tell their "technical support" staff about it either, so even if customers noticed that e-mail was missing, they couldn't get it fixed. And because ordinary customers typically won't know what the source IP address of the missing e-mail might be, they couldn't get it fixed, even if they told tech support that they wanted to get e-mail from "joe.bloe@somedomain.xy", because "somedomain.xy" isn't what's blocked, and if joe.bloe@somedomain.xy has migrated to superisp.pq, but is still using his somedomain.xy mail address (perfectly legitimately), then the IP addresses of superisp.pq are the ones that must be whitelisted to allow legitimate mail through.

It looks like the scumbags at Verizon have weathered this storm by sending their pig-ignorant spokesmen out to smear anyone who complains about this idiotic policy by saying that "if you're complaining about this, you must be a spammer". And it looks as though the media couldn't be bothered making an issue of it.

gwion : I thought we HAD spam filtering, in our account management setup? I doubt this is intentional, I rather suspect that some well-meaning techs who haven't got a clue on filtering is administrating a mail system, for us.

E-mail isn't rocket science. SMTP was the first "killer app" when the internet was young. It's been around since the sixties. It doesn't take a super-genius to make the system work, unless they start fooling around too much with things they don't understand.

What bothers me is that this seems a classic case of killing the goose because you don't like the goose... ahem... ;) None of us likes spam, and I think most of us appreciate the filters at our account pages... but, I think, if you took a poll, and asked every user, "would you be willing to lose mail from your brother in Iraq, sight unseen, to avoid seeing a "cheap viagra" subject line?" which, to underline the obvious, you don't have to even read, anyhow, even if it does slip through, even the most venomous spam-hater among us (and I'm no lover of spam, trust me... nor is this site a spammer's friend, by any stretch of a wild imagination... see our frontpage archives and security fora...) would tolerate the stuff, rather than lose that legitimate, welcome correspondence.

In the simplest terms, nobody "loves" spam except "spammers." But I really think that, if the cure is to block off, wholesale, and without giving us any chance to check the blocked content, a majority of us would rather die of mouse finger strain, deleting spam, than of the "cure". They used to cure syphilis with hot mercury baths... I'm sure most of us can guess why THAT isn't being used, anymore...

In a nutshell, here's the problem: spam's been targeted for extinction since the beginning of time, but spammers are treacherous little SOB's... they move around, forge IP's and domains, and exploit open relays, which, despite all our best efforts, still not only exist, but flourish. It's an uphill battle, and it's going to take more than Verizon, or any one provider, to solve the problem, completely. Setting out to be "spam free" is a noble goal, but it's sort of idealistic, too.

Have they, coincidentally, blacklisted MSN and yahoo, two of the most common spoofed source addresses... and two of the most common legitimate ones? Just curious. I once tracked a spam artist into Sympatico, reported him, watched him lose his account post-haste, and start from a new ISP in Godforsaken, Alberta, wherever, that didn't even acknowledge my abuse reports... and so forth, ad nauseum... not even trying to hide, just jumping from ISP to ISP...

In effect, it's all one big game of "whack a mole", filtering spam effectively. Always has been. Believing you can succeed where literally nobody else has, without massive loss of legitimate correspondence, is somewhat naive. We have account spam filters. Improve those, as needed. Do we need overkill domain-level spam filters, if the cost is the loss of large numbers of legitimate messages as a form of metaphorical "collateral damage"? As any good commander will tell you, collateral damage is unavoidable in war... but there's always a balancing formula, and, after a certain point, the objective doesn't any longer justify the amount of collateral damage. You don't carpet-bomb a village full of families to get one nutjob with a rusty M-1, thirty rounds, and three World War II surplus pineapple grenades. It works, usually, but it's absurd from the inception. At some point, the "collateral damage" ceases being "collateral..." Right? Just a few thoughts I had, reading along...
--
Semper Eadem

- ... his original destination's just another story that he loves to tell.

anon : I have been searching and trying to find a response from Verizon based on the criticism and speculation that they are blocking email from Europe and Asia. I finally found a statement on two of the Verizon sites »www2.verizon.net/announcements/ and »broadbandbeat.verizon.net/safety_security/
if you cannot make it to the site here it is...

STATEMENT FROM VERIZON ONLINE REGARDING SPAM FILTERING
January 12, 2005

Spam is out of control. Leading providers of spam protection tools such as MX Logic, Inc. and MessageLabs report that some 80 to 90 percent of all e-mail today is spam.
This is a major problem for Internet users in multiple ways. Spam clogs our mailboxes daily to the point where it threatens viability of e-mail as a communications tool. It also routinely carries viruses, identity-theft scams, spyware, zombie bots and other serious security threats.
As an ISP, Verizon Online is working hard to address these serious security threats on the Internet by closely monitoring our network for incoming and outgoing spam and by working cooperatively with others across the ISP industry on anti-spam initiatives.
These round-the-clock efforts include blocking spam and propagation of viruses from sources we identify using methods that are consistent with industry practices. This is a long-standing policy at Verizon Online.
When we identify sources of spam or viruses, we block them as narrowly as we can and, where possible, we work directly with whoever manages that source to notify them of the issue. We then continuously monitor the source and will lift the block as soon as we are satisfied the threat has been resolved. In many cases, this is resolved within two days; however, we will not remove a block as long as a serious threat remains.
The entire ISP industry is working to combat spam and other online security threats. Verizon Online is a member of various coalitions, including the Messaging Anti-Abuse Working Group that includes both large and small ISPs covering more than 100 million online subscribers. We also have aggressively pursued spammers through legal action, and taken a leading role in drafting legislation at the state and national level and working with domestic and international law enforcement agencies to combat spam other threats. In short, Verizon is committed to protecting its customers and its network from the serious security matters that threaten our use of the Internet everyday.
Any spam blocking method will, inevitably, also result in the blocking or delay of otherwise legitimate email. This is yet another reason why spammers are harmful to the Internet community. If a Verizon Online customer believes they are not receiving legitimate e-mail, they should call our technical support desk for assistance and we will work with them to resolve their situation as quickly as possible. Our Verizon Online web site also features an Internet security page with practical tips and tools that can help customers protect themselves from Internet threats. It can be found at »broadbandbeat.verizon.net/safety_security.
We believe that fighting spam is the right thing to do for the safety and security of our more than 4 million broadband and dial-up customers.
Some of the loudest complaints you will see or hear about spam blocking come from the spammers themselves, who lose significant income when their efforts to flood the Internet with unsolicited e-mail are foiled. Our customers expect and demand that we provide them with as safe, secure and effective an Internet experience as possible and we are firm in our commitment to do that.

gracie : BERGEN RECORD ARTICLE, ETC...

haven't posted in this thread for a while, as i've been in touch with some managers at verizon who were looking into this and didn't have much new. at this point, however, it looks like the official line is that this is NOT a big problem, that our reports here are "overblown", etc. the managers i was speaking with agree with me, that this IS a problem, but the media relations people are gagging this.

there is an article yesterday in the bergen record by a reporter named brian kladko which i found both informative and unbiased. he quotes the official verizon line from their spokesperson, bobbie hensen, as well as postini, a spam-monitoring company. some juicy quotes for those without access to the article:

"Online rumors abound that Verizon Online, one of the nation's largest providers of high-speed Internet service, has been blocking a large portion of e-mail originating in Great Britain and other parts of Europe in an attempt to protect customers from unwanted e-mail.

Verizon denies that it blacklists much of the e-mail coming from the other side of the Atlantic. "

he then mentions the internal memo, posted on the net, that ms. hensen says now was "withdrawn."

he quotes a number of us from here on dslreports, then the pooh-poohing by ms. hensen:

"Henson said the company is blocking less than 5 percent of all the Internet addresses in Europe. "I think this is just a case where unfortunate rumors started getting out of
hand," Henson said."

however, he also quotes

"Andrew Lochart, Postini's director of product development, said the number of complaints convinces him that there are more than few isolated victims. He said he suspects the dropped e-mail may be a combination of clumsy blacklisting and software glitches - a suspicion that Verizon denied Tuesday."

the postini spokesperson pointed to the amount of discussion here and elsewhere as obvious indications that the problem is widespread; IMHO, verizon is missing an opportunity to make it right by not admitting to the "clumsy blacklisting" and fixing it.

and email from PRIVATE company servers in the u.k., NOT spammers or larger ISPs, is still being blocked to our verizon addys. email from the same company using their u.s. servers is not.

the way i put it to the reporter, when i agreed that some blacklisting is needed even if it does involve "friendly fire", but that it needed to be done more thoughtfully, was "their approach was like using an axe to do a circumcision---by not using a fine scalpel, you cut off a lot of good stuff with the bad." ;)
--
graciella! It is not based on an "open relay" list, a lot of ISPs use open relay lists like MAPS RBL, it appears to be a blanket ban of large portions of the non-US internet, as some kind of boneheaded anti-spam policy. Obviously they have not read that 80%+ of spam comes from the US.

It is nothing to do with user-configurable anti-spam settings on the Verizon side, this is a system-wide policy. If it was user-level then the Verizon mail system would at least have to accept a SMTP connection from the foreign mail server to determine which Verizon e-mail address the mail was destined for, and to lookup what anti-spam rules that user has.

It is nothing to do with "sender verification" or "authentication" as again Verizon is not even opening an SMTP connection to determine who the sender e-mail address is.

Mail sent by people affected by this block will bounce back to them after their mail server's timeout period, which is often something like 5 days.

A manual whitelist of "e-mail addresses" is to patently misunderstand the issue, they need to be unblocking IP addresses, not e-mail addresses, they are not the same thing.
anon : I called that customer relations service to complain about all this. The woman on the other end was very friendly, her reaction was "this doesn't sound right" and said she was going to write up a formal complaint.

A few hours later, I get a follow-up call from a woman at the tech department. It was a very interesting call:
1) she claimed I'm only paying Verizon for the DSL connection; the e-mail service and personal webspace is complimentary and thus I should not complain about something I get for free. Note that a couple of days ago a person from the billing department said the e-mail is worth 1/3 of the subscription (hence gave me 1/3 credit on the next invoice).
2) I mentioned the e-mail policy on their website. She replied that e-mail policy is worthless because I do not have a contract with Verizon for which that policy applies.
3) She claimed Verizon is using the same black list as everyone else. I didn't get a clear answer why GMail or Yahoo doesn't block or report as spam all the addresses that Verizon blocks.
4) She claimed all domains that were blocked are on the blacklist because in the past spam has been reported from those domains. I asked her then why -on my requests- 19 out of 20 domains were whitelisted after verification. Doesn't this mean that they didn't belong on this infamous blacklist in the first place? I didn't get a clear answer on that one.
5) I asked if I could see the blacklist. She said I should just google "email blacklist" and I would see it. I said "wait a minute, I'll do that right now". Of course, I got more than half a million hits. I asked her "which is it?". She said "you'll have to open them one by one".
6) I asked her if I could get anything in writing. What has happened, what exactly are they blocking, where I can find this information on the Verizon pages. It was impossible to get anything in writing, I would just have to believe her. In my experience, when someone refuses to put something in writing, I know how much thruth is in it.

So I have this feeling the techies are just twisting and lying. Even if they would roll everything back to what it was before December, I do not trust them.
I called back to the customers relations office, got the same woman as this morning on the phone, told her that this is an issue that can't be resolved, that I have switched to GMail and that I no longer care about what they do with their e-mail service. She understood that I could no longer make use of the Verizon e-mail services. I feel relieved.

1.
techie68 : I actually just talked to someone with this same issue today (yes, I'm one of those damn Verizon techs). There actually is a spam filter on your email that is controlled from the server end. I turned it off for her, but am not sure that this fixed the issue. I'm actually kind of glad I found this post, because the customer I spoke with today couldn't receive email from any email address that was from the UK. These email addresses were all .co.uk. In addition to that, these weren't business related email addresses. My department doesn't really handle this, but I'll look into it tomorrow, and post what I find out then.

She got a Delay warning, then nothing happened. We've been exchanging emails for a long time to my verizon.net, then all of a sudden Poof! No can do. It was driving me crazy until I saw your post.
