Fine? What fine?

Where did the FCC fine anyone?

Madison River made a "voluntary" payment of 15k to
the US Treasury to "make the FCC". If it went to the
courts, there would be clarity, but it didn't and ISPs
are not compelled to do anything. Read the order people.
