is this only an option for dsl based networks, or can cable also benefit from the discussion?

No, in this case, Interleaving adds an extra layer of data recovery/data integrity checks to the ATM Cells that travel on a dirty DSL line.

Because of this extra layer, 100 ms of extra latency is added to your line. The data checks take some time to do.

100ms added? No way. I have Qwest DSL and I ping under 80ms on everything on the west coast, to the Xbox live servers I ping 45ms and 110ms or under for east coast. Now I'm not saying thats the best and I know that interleave adds to it but no way does it add 100ms.

I don't know, but back when I was with Earthlink and Covad, Covad's Interleaving added 120 ms to my ping to my gateway. Without Interleaving, it was 20 ms.
