The bill will prevent a city/county from building their own network if there is service of at least 144 kbps provided by a private company. If there isn't they will need permission from the incumbents before they can build one.
So far it's breezing through the House committees so the Senate looks like the only place to stop it. If your Senator sits on the committee, contact their office before Tuesday and let them know your thoughts on this issue.
