Pop ups fro VoIP

I don't understand how a phone service gets pop-ups? Is this only for when you log into a web site for the service?.....other than "only AOL users doing such a thing in the first place" I don't get it....or did I just answer my own question?
I guess I just don't understand people who use AOL in the first place.....then again I don't understand why people would buy a DELL either, but that's another topic.

The service is integrated into the AOL software, and gives you ads while monitoring your calls. For example, when someone calls in, or when you dial a number, it'll ask if you want to add the person to your address book, flag for callback, things like that. It's a very nice concept, one that I'd like to see replicated in other VOIP providers, but the proliferation of ads is dooming this AOL service from the start.
