Utility

I have to consider it a utility that should be available to anyone WHO IS WILLING TO PAY FOR IT. It is not a right, any more than having electricity or a driver's license is a right. I am totally worn out with the arguments I keep reading about people whining that it's available in their area but they think the government should provide it for free. That is absolutely assinine. They have electricity, heat, running water and phone service. Is the goverment paying for those too? I hope not, and if they are, I don't even want to know because I want them to start paying mine as well if they're doing it for other people.

I chose utility because I can't consider broadband a luxury considering the price. I have 6 megabit commercial account, and that costs me only $95 USD per month. The standard consumer accounts are much cheaper. If these people can afford to pay for a computer, they can afford to pay a few bucks a month for their Internet connection. I don't care to subsidize them. I subsidize enough stuff as it is.
