You wish. To get a free copy you have to prove purchase and place of purchase and provide the CD. And it applies to Pro only, not HE as far as I know.

If you don't do the above then you can BUY for $149 a key if you fill-in a counterfeit report.

So basically, you're not getting something for nothing. You're essentially being paid as an informant.

They're paying you to report if a sleazy shop slipped you a Singapore special instead of a legit copy of XP with your computer. I guess that's a fairly nice thing to do, as it's not your fault that the shop sold you a counterfeit.

The other $149 discounted price for pirates is kind of outrageous though. It basically encourages piracy, because now, instead of paying $200 for the legit copy of XP at a store, I can go to Times Square, buy an "OEM" (wink) version of XP for $10 and get a legit copy for a grand total of $159. Yeah, that makes so much sense.
