Our local public utility district has been trying for over 2 years to initiate a fiber to home system for broadband, telephony and audio/video services. Of course the only local cable company has been fighting it tooth and nail, as has SBC.
After delaying regulatory approval for years these two malefactors are now suing the state regulatory agency; they contend the utility district's plan was not properly approved.
The incumbents all ready scored one point. Now all they have to do to win is not allow the other team to score. This can be done by delay and stall tactics.
