I thought I read about it on dlsreports first, but I just tried a search and could not find it. |

 calvoiper join:2003-03-31 Belvedere Tiburon, CA | ...like everything else, unless the terms and pricing of the "negotiated" lease are subject to regulatory oversight (they aren't), there won't be any financial benefit to a CLEC to enter into such leases. Verizon will simply dictate terms and call it a "negotiation."
