obvious dichotomy

can someone please xplain why cablcos can offer dial tone without regulation but telcos have to be regulated for the sale of televison? i see cablecos offering the telcos main base product without any regulation whatsoever...and when the telcos try to compete by offering the cablecos main product they are met with regulation. it seems a dichotomy exists between the major players where only one can offer the others services unimpeded and the other is seemingly unfairly singled out for regulation. discuss please, i look forward to hearing your responses. thank you yes i use cable for my high speed internet, but i would use neither for television cause the choices of viewing material are crap. everybody loves raymond? bullshit.
