New billing form, spurious taxes & fees!

Anybody else have a complaint about Digizip's new billing format, and the suspicious pseudo taxes that are now included?

I am having a hard time understanding why I am being asked to pay a lot of the taxes and fees on top of my ADSL service fee, local toll, and long distance charges. I already pay SBC for dial tone, network interconnect fees, local calling and the legitimate state and federal taxes on those "services".

There is no tax on internet access, period, although Digizip continues to make believe there is. I personally don't care how they want to present the bill for DSL service, as long as the total equals the $44.10/mo., inclusive, that was originally agreed upon, which it somehow rarely does.

Which leaves the long distance rate of $0.035/minute unlimited US/Canada. While I'm sure there are some legally applicable federal and state taxes, I'd like to know exactly which ones on Digizip's bill are not made up, or those already covered by the fees and taxes that I already pay to SBC on behalf of the taxing authorities having jurisdiction.

I don't have a cell phone or VOIP service, so why is there a charge called "E911 Tax" on my Digizip ADSL, Global Crossing Long Distance and Local Toll service? What portion of my service is being assessed?

There is no legally constituted agency empowered to collect a "Regulatory Recovery Fee". At least, none that I'm aware of. What specific fee does that represent, and how is it calculated? What does it pay for?

What entity is collecting the "P.U.C. Fee"? Would that be Digizip's home state P.U.C., or my home state's P.U.C.? Why doesn't it say which one on the bill? What specific fee does that represent, and how is it calculated? What does it pay for?

At the least, I would appreciate it if Digizip would present two subcategories under the "Taxes and Fees Summary". One for taxes and fees, if any, applied to ADSL service. Another allocating the taxes and fees attributable to the Long Distance and Local Toll service. That would make my bill a lot easier to understand, and allow me to keep track of the various rates assessed, lest they get out of hand.

And last, but not least, I really think it should be illegal to not carry the cost of the per minute/six second increment charge to three digits on each call, rounding only the total figure for all calls per line/per month in accordance with normal rules of rounding, i.e., up or down based on the third digit of the total. The practice of always rounding up for each call costs customers, in the aggregate, a boat load of money over time.

So, anyone else want to chime in, and help me out with some answers?
