They're looking for legal clarity. They don't want to operate in an environment where 20 fly-by-night spyware operators could threaten them with lawsuits every day. They want the courts to say that what they're doing is perfectly legal so those lawsuit-threatening spyware operators will be forced back under their rocks. This, in turn, will help the smaller spyware companies who might not have the legal funds that Symantec has.
