Not much difference here between 8 Mbps and 15 Mbps, unless you have a lot of users in your home or business. As an individual user, there is not much difference at this point, since most download sites are not that fast yet.

2 Mbps vs 512 Kbps (x4 increase) now that is something, if you are doing a lot of uploads or run mail and/or web servers.

I hope this is the start of a trend...

There's NO difference between 1.5 and 100 for alomost all uses except P2P. More bandwidth does not mean reduced latency; very few users seem to get that.
