The important part

SlingRemote™ - a virtual remote control, which displays on your PC screen the buttons found on the remote control of the TV source connected to your Slingbox. If a PVR is connected, you can play your recorded programs and control the action. Recordings can even be scheduled within the SlingPlayer software. Use the SlingRemote to control whatever TV source is connected to the Slingbox.

If VLC can do that, great, but I could find anything saying it could. (show me if it does, i'd be interested)

It looks like it has an IR emitter that you put in the appropriate location on the source you want to control - in my case a Dish 522 DVR.

I have two residences right now - my permanent home with the satellite system and an apartment in another city where I'm working now with basic cable. I don't see how I cannot get one of these things.

Dude downloading from Tivo to desktop is like pulling teeth. It taked fooooooooooorrever! Is there away around that?

I have a series 2. So I would assume USB 2 Wireless.

You should be able to use pretty much any device, as long as the Sling software has the IR code for it. From what I have seen, the list of codes is quite extensive. There is a possibility that it might not have the IR code for you device, but most likely it does.
