"The bells have long complained that cable companies don't pay as heavily into the USF, which is geared toward subsidizing broadband deployment for the nation's less connected." So explain why Comcast can deliver HSI to my address yet SBC and their USF windfall seems unable to deliver DSL. Or does SBC consider a connection droppin' 28kb dialup line as broadband? Sheeesh!
