Photoshop CS is great. Latest neat stuff. Photoshop will enable YOU to develop images like that. There is no magic button to make that particular image although there are lots of magic buttons. But you can make an image like the example you've mentioned with that software. Understand that there is a learning curve with powerful applications and Photoshop is that, powerful.
