Get pingplotter »www.pingplotter.com/ and set it to ping some sites (best would be UDP pings to SR's RTP server, if they respond). That should help you find your packet loss -- it could be anywhere from a bad cable connection to a hop just in front of SR's server.

this is the pingplotter plot using udp to the sip server of SR..

But I use pingplotter and I have packet loss everywhere along the line...

Any ideas from this? Am I stuck with no VOIP becuase of crappy ISP?
