The cities in Utah who didn't join, such as Salt Lake City did not want to use sales tax revenue to gurantee the bonds issued to pay for the project. Bascially, they didn't want to risk FTTH being a bust.
There is another project called iProvo, which is seperate from UTOPIA and will be built throughout the city by next summer. $40 for 10 Mb up/down.
