Imagine if Utopia had a drug for 'CANCER' So is this project going to be overseen by the government or was it that only tax monies were used to fund it?
If only tax dollars were used but it's being offered by independant ISP's I'd consider it a good thing. I don't agree however with the government running a network like that. It gives them far too much leeway on what they can and cannot eavesdrop on communications wise when they own it . That and I think government projects have a nasty habit of being overbudget and overhyped . |

Its a low cost, municipal infrastructure on which private businesses may offer service.
Think of an airport. Its the same situation. The airport is a municipally funded infrastructure on which privately owned and operated Airlines offer service. UTOPIA is just like that. |

It is still considered municipal broadband because the munis obviously funded the infrastructure with tax dollars, even though private companies are operating across the network.
