Qwest will NEVER upgrade 100% in Utah, or even in a majority of the areas. Qwest controlls the Largest network in america (area covered sq. miles) and probally the smallest populated area at that. it's probally just to expensive for a company to run that much of anything. Qwest needs to get on the ball. They have been saying since 1996 that they serve DSL in the Salt Lake City Metro area, but still many area's (I'd even say over 50%) still don't get DSL
