Basicly any GSM phone can now use Tmobile in this area, usually under normal circumstances this isnt allowed. I think you need a valid sim.

GSM does not always require a sim. The phone still has identifiable info in the handshake and in most of the packets sent to and from it.

It will probably be free. I can almost guaranteed that down the road they will either issue refunds, credit, or not charge at all for these couple of days.

At least they had the decency to do that when Houston got flooded out, and that was pretty minor compared to this.
