I can confirm that FEMA has botched some such efforts, and looks like they will continue to do so.
The Wal-Mart trucks turnback was just one instance. FEMA can't even offer assistance to anything but not-for-profit hospitals, meaning that right now all of the hospitals that could be helping can't because of no supplies, support from FEMA.
The relief effort has already moved from the confused state on into a serious CusterFluck state, we can only hope it gets lots better very fast. It was obvious to me that Pres Bush isn't really happy with the whole situation either. He just about laid it out plain and simple in a statement while he was visiting down there. Then, from what I gathered from a Meet The Press program today, his advisors told him that right now was not the time to be doing anything but giving encouragement instead of chopping heads of that might still be able to turn things around. Time for finger pointing will come, no doubt.
