If I was trapped in my attic and was trying to call for help, this would be important news for me. People have probably been turning their mobiles on for and off rationing their charge. It wil save some lives and it will let people know that their loved ones are alive.
I recognize 911 calls have to be connected (regardless of the SIM's status), but calling your family members and letting them know you are alive is important.
