Needless to say water and electronics usually don't mix well... they need to get the flooding under control first before limited power lines can be activated, and the pathways have to be clear.. you have to make sure you don't kill anyone with electricity by hooking up power too soon.
There should be service on the fringes of the city.. coverage zones are usually 2-5 miles of the towers.
There are GSM, family radio band walkie-talkies that can go as far as 10 miles without repeaters, cb and ham go further depending on power levels.
As always, keep them out of the water.
