Many years ago when @Home was my ISP, I was able to look under Network Neighborhood in Windows and see everyone that was on my cable line. There might have been about 15 or so accounts. I was even able to click on individual names and look through their folders. At least the ones that allowed file sharing. After viewing some wedding photographs and other personal crap, I decided that that wasn't cool to do.

Technically(literally) speaking, Pinging multiple addresses(even for testing purposes) is against most TOS(this was covered here about a year or so ago).
