Use DrTCP to turn Time Stamping on, use an RWIN under 65535 and a MSS of 1 or Scaling off. This should improve your situation quite a bit.

Gamefuel only prioritizes outgoing packets, but it might do the trick in this case.

I was thinking about setting up an old(er) computer to act as a file server/dl machine, and setting its IP to lowest priority in Gamefuel.

Not a lot of low-end QoS routers to pick from, so even if the DGL-4100/4300 is not the perfect choice, it still might be the best choice.
