To further clarify my observation; if the issue or event was thoroughly documented to include the reasoning and parameters involved in making any decisions or any actions taken concerning the event or issue in question, it would be difficult to put a provocative headline on it. Headlines sell news. That's why at 5pm they make a shocking and outrageous statement about a story at 10pm, at which time you're suckered into watching some stupid story about a lost pet and it's struggle to overcome adversity or finding it's lost chew toy, or something equally inane.
