I lay the blame at skyrocketing subscription prices, the HBO property is anywher $10-20 depending on subscription package level.
Personally, I haven't the propensity to 'download' anything HB0 but iffin I did, rest assured, the file won't be corrupted by creeps, sheeps or whatever they plan to send in the stream.
