first of all, how is this possible when them nor I authorized the charge? It is not possible, I don't remember a post that stated that, there might have been one where the bank was being difficult.
However, the law is on your side, the burden of proving that the charge was legitimate falls on the credit card issuer. Without your signature or other evidence that directly ties the charge to you, they will have to reverse the charge.
There is no possibility that you can be made to pay for a fraudulent charge. Read this post, and make sure that you dispute the charge in writing within the allocated time, to preserve your rights.
....as well as how do they verify that it is a fake charge or a real charge? They will notify the "company" that submitted it, and request supporting documentation to validate the charge. They will have to respond within a certain time period, or the bank will charge it back.

....should I contant paypal? IMO, NO, I do not believe that they are related to this in any way.

 | I was hit by Digital Age for $24.99 on 9/21 and Generex technology LLC for $9.95 on 9/28. called my chase card 1-800 and reported them as fraud. cancelled the card immediately and they will issue a new one for me. |

now the lady on the phone said I didn't need to fill out that little card on the bill thats for questions about that type of stuff... should I fill it out and mail it anyways? |

I would accept that explanation initially and wait, They may also send you a form in the mail within a few days. If for any reason your account is not credited fully within a reasonable time, then file the dispute in writing within the 60 day period. Hopefully by now, these related group of scams have hit the banking systems radar, if not we are all in a heap of trouble. A whole lot of money has been flying out of these scammers merchant accounts for over 5 weeks now.
In fact, it has been reported on here that some of the more astute Banks rejected the foreign originating charges outright upon receipt, or contacted the customer immediately, as it triggered their security threshold.
