Does this look familiar? For me on my DW6000 Consumer setup, the IE6 TestMy.net download speeds have been slower with the Proxy OFF for quite some time. As you mentioned, Firefox is just plain slower than IE6 (Proxy ON) regardless of whether you do the test with the Firefox Proxy ON or OFF.
