Cablevision Press Release
"Optimum Online Ultra [symmetrical 50Mbps] is available across Cablevision's entire service area immediately..."

According to the press release, the symmetrical 50Mbps service is ALREADY available across the ENTIRE network. The other two tiers, 15/2 (free) and 30/2 (additional cost), will be fully implemented by mid-2006, but will begin being rolled out immediately.

So how are they going to give 50 upload when there isnt even a fifth of that bandwidth avail on the node?

Um... maybe the fact that the only cable modems out there now (at least that I know of) are all DOCSIS modems? That would be a clue.
