 | More than likely, they want to control the ability to make overseas phone calls for security reasons, such as palestinians working/living in Israel. It's not a matter of the public "standing" for this, since all israelis stand together when it comes to the collective security of the country, just as all israelis have to do a 2 year stint in the security forces (army) as psrt of their duty as a citizen, and, can be called up for service if need be.
While Israel IS a democracy, they have learned the value of banding together when needed, since they have been surrounded by implacable enimies since Israel was formed.
