This is becoming common practice by most ISPs because they need to block the outbound spam and viruses being sent through these bot nets ... for every trojan'ed machine, there are thousands of new machines getting infected and joining these botnets daily. This is one of the only ways to stop it.

Try changing the port for your SMTP mailer to 587 ... that should probably work ... or ask your UofT admin if they have an alternate port.

I work at the UofT help desk and we deal with this issue almost every day it seems. We don't offer an alternate port for email. However as we tell everyone, which has been posted here, it is no big deal. Just change your smtp server to use rogers, and make sure you authenticate the outgoing connection with your Rogers username and password and your all set, still looks like the message is coming from your UofT account, unless someone feels the need to actually go through the message headers, which would be not be the norm.

As for Sympatico, they also do this, and actually to some extent it is worse. Sympatico also blocks the standard outgoing smtp port for all 3rd party servers, however they do not require outgoing server authentication with a sympatico username and password. What is worse with sympatico is that their newer smtp servers, smtph.sympatico.ca prevent even this workaround and reject any outgoing email that does NOT include a return address containing @sympatico.ca so people who use that smtp server are pooched.
