Bravo, It was good enough for cable companies to be able to offer telephone service without applying for additional licenses/franchise agreements. VZ and ATT own the poles and/or right of way with existing services provided. I appreciate VZ's stance on compliance, because ATT could be in for a world of heat if they don't win.
