Utility workers have an easement that allows access at all times for work. That includes electricity, water, gas, phone, cable, and sewer. The easement trumps private property since it is a part of the deed or title to the land.
Don't try to argue logic and legalities. Everything's (misplaced) personal rights with him...

At any rate, even if she tried to sue, it would be pretty much summarily dismissed (even if she could find a lawyer to work on her behalf in the first place).
