Definitely Port Blocking

I was trying to get a file for a while, and to no avail... 2kbs max... 15kbs for 20 min IF I was lucky.... today I tinkered with ports 1755... magically I get 200+kbs... thinking its a fluke I tinker to 162... down again to 2kbs... back to 1755 again speeds.. the file is well seeded, with low user usage(not too popualr... like 35 seeds.... 3 peers lol)... so :P

Ports 1755 and 1720 don't seem to fix my problem. I live in Kitchener; is this my problem? I've also tried using that encryption protocol thing via BitComet, and I still get nothing.
Can somebody help me out here?

My 1720 used to work wonders so switched to 1755. Not working that good either like in the past but a bit better than 1720. I'm in Toronto using the Ted Rogers network! I'll update once I sort it out....I need my torrents!
