I suspect that he is molting into his breeding plummage, as he has a bit of a mixture of breeding/non-breeding characteristics. Still, they are a very plain bird at all times of the year, and I am sure are commonly confused for the female of another species. The keys for me are the fine patterning on the sides and front, as well as the black tail region.
