It's best to use bold or italics to add emphasis, since in HTML underline is usually reserved for links.

Normally I use the bold or italics, but on an occasion when you have a listing of numbers under a category, It may look better to underline the category name.
Do you agree with that or is there a preferred way to emphasize a category name?

em tags are meant to indicate emphasis.. so it's probably the correct choice.

In HTML, at least in the past, headings should use the tags. Basically, it will make the text a bit larger and bold. Search engines often look for these tags to find the important info of a page.

Try or . Maybe it will do what you want.
