Even though your FTP server still runs on port 21 you need to configure and forward ports for passive mode. Here is a quick rundown, passive verse active FTP.

I forwarded port 21 to my machine. He can see the files but when he tries to download, he gets this error. When I look at his user, the directory I gave him access to shows in read like there is an issue.

FTP supports resume, also allows you to set certain groups. I like it. I am working on using Bulletproof FTP Server now. Haven't gotten the chance to really mess with it, but it comes highly recommended.
